How to remove files that were uploaded to the Files tab
The Google Drive is owned by The Counselor - The Admin owner of the CounselMore account chose which of their company Google Drive to link to CounselMore.
Only a person with the Admin log in credentials for that Google Drive can make changes on the drive - unless the Admin has passed on drive-sharing to a specific email address.
Unless the Google Drive owner has given edit-able privileges to another person (a counselor), only the account owner can determine share privileges and when items are deleted from the shared drive.
What about deleting documents that parents and students have added into the counselor's shared folder?
Most counselors-CounselMore-users will give shared privileges to the parent and student into the counselors shared Google drive folder (with student name on folder) - and in those cases the student or parent who uploads to the counselors Google Drive shared folder will be able to also remove the files that they themselves have added into the counselors Google drive folder.
The point is that the counselor owns the Google drive folder and is the only person who can determine the levels of access and privilege to the folder.
All access and privilege settings happen directly within the counselors Google Drive - permission and privilege settings for Google Drive are not done per student Within CounselMore - those are done within the counselors Google Drive settings.
